The KSPC met May 21 to host the 2nd annual meeting in Manhattan, KS. This event went fantastic! We reviewed all the work we've completed so far in our 2024-2025 fiscal year, and what we have coming up to finish it out such as hosting four ASIST trainings across Kansas. Keep an eye out for these opportunities in Garden City on June 27-28, as well as in Concordia, Great Bend, and Chanute dates TBD. We also had learning opportunities on several key topics relevant to our suicide prevention efforts here in Kansas, and conducted a strategic planning activity to receive ideas and feedback about our work for the next fiscal year and future generally.

Omnibus Vetoes: Three additional investigators for Medicaid Inspector General - 350,000 (process), diagnostic breast cancer mammograms for state employees "study" - should cover the 75,000 cost for procedures, airport authority use of federal dollars - not allowed, Kansas City Full Circle Program drug abuse prevention 47,000 - single source, EmberHope Youthville expand family on-site visitation - single source, $5 million - MH inpatient Ascension Via Christi St. Joseph and NMC Health in Newton - expand to all eligible entitites, $2.5 m Valley Hope addiction treatment center in Atchison with requirement to serve 10% medicaid - not sure provider could meet requirements, 500,000 youth career exploration program - federal funds directed to KSDE not to be directed by Legislature.

Tax Policy Vetoes: Sub for SB 37 - comprehensive tax package amending income, sales and property tax rates and parameters (see report) - HB 2096-Government Competition Property Tax Rebates from Local Governments?Veterans Property Tax Relief, Homeowners Property Tax Freeze amending Homestead Property Tax Refund limits, Eliminating Property Tax on Recreational Vehicles. HB 2097-Film Production Tax Credits, Sales Tax Exemption for Community Theaters, Sales Tax Exemption for Friends of Cedar Crest, and National Guard Employment Tax Credits.

KanCare Contracts Announcement: Aetna will end its role with KanCare December 31. The new contracts include two incumbents, Sunflower Health Plan and United Healthcare Community Plan, and one new organization, Healthy Blue. A significant new contract provision requires community reinvestment. Some of the key improvements in the new contracts include:

- Educating, engaging, incentivizing and empowering members to achieve personally defined health goals.
- Enhancing care coordination to ensure timely access to needed services, continuity of care, successful care transitions and improved member outcomes.
- Improving prenatal and postpartum care, including requirements for maternity care coordination.
- Increasing the recruitment and retention of providers.
- Expanding access to services in rural and frontier areas.

Kansas Medicaid enrollment has dropped by 83,000. Could reach 120,000 estimate as state wraps up the 12 months of post-pandemic eligibility reviews.
